MINNEAPOLIS (AP) — A Minnesota state trooper accused in the fatal shooting of motorist Ricky Cobb II can remain free without bail while awaiting trial, a judge ruled Monday during a brief court hearing. Trooper Ryan Londregan must surrender his passport and avoid contact with witnesses and Cobb's relatives, the judge ruled. Seide told Cobb he was under arrest while Londregan reached inside, unlocked the doors and began opening the passenger door. The complaint said Cobb’s car began to slowly move forward. Seide and Trooper Garrett Erickson said they believed lethal force was necessary, according to a court document filed by the defense.

“I lost 14 years of my life for a crime that I didn’t commit,” Steven Ruffin told a Brooklyn judge after sighing with emotion. Ruffin told the detectives they could retrieve the gun from his sister's boyfriend, and they did, prosecutors' report said. Prosecutors didn't release the boyfriend's name Thursday, and the names of lawyers who have represented him weren't immediately available. He told prosecutors during their recent reinvestigation that he had nothing to do with the shooting and didn't give detectives the gun. Asked Thursday about the boyfriend, Ruffin's lawyers noted that the prospect of any prosecution now is uncertain.

More than 11% of the world's more than 2,000 billionaires have run for election or become politicians, according to a study highlighting the growing power and influence of the super-wealthy. "Billionaire politicians are a shockingly common phenomenon," the study said. Outside the U.S., billionaire politicians are even more common. NEW YORK (AP) — The next book by Erik Larson, widely known for the best-selling “The Devil in the White City,” is a work of Civil War history inspired in part by current events. Crown announced Wednesday that Larson's “The Demon of Unrest: A Saga of Hubris, Heartbreak, and Heroism at the Dawn of the Civil War” will come out April 30. Larson sets his narrative over a short but momentous time span, from Abraham Lincoln's election in 1860 to the firing on Fort Sumter five months later. Lincoln's primary concern had been about whether the electoral vote count would be disturbed, and then came the grave concern about the inauguration. Besides “The Devil in the White City,” based in Chicago during the 1893 World's Columbian Exposition, Larson's books include “The Splendid and the Vile,” “Dead Wake” and “Isaac's Storm.”

After 148 days of striking, TV and film writers reached a tentative agreement with studios and streamers regarding their work contracts. WGA members will vote on ratifying the agreement between Oct. 2 and 9, with some writers going back to work as early as next week. That could mean more early career writers get an opportunity to work and gain experience on the ground. Without an opportunity for syndication and international distribution on streaming services, residual pay for writers has been cut significantly as well. A New Jersey restaurant failed to give some staff the minimum wage and overtime pay, the DOL said. The restaurant paid more than $300,000 to 63 members of staff following the DOL's investigation. The DOL's Wage and Hour Division said in a press release that Aquarius Restaurant Group, which runs Aquarius Seafood Restaurant in Fort Lee, had violated minimum wage and overtime pay laws. Aquarius Seafood Restaurant also used checks and cash to pay kitchen staff twice a month, the spokesperson said. They added that the minimum wage violations occurred "sporadically" throughout the period of investigation, which was from April 2019 to April 2022.
